PURPOSE: To prevent error from reflecting on a decoded signal by substituting a part, which cannot be corrected, or a data part including this error part with a special code including a synchronizing code and discriminating the special code by a decoding processing means. CONSTITUTION: All error detection and correction circuit 14 outputs a correction impossibility flag DEF together with a bit stream DBS to report the error part, which cannot be corrected, to a circuit in the succeeding stage. An error start code generation part 15A takes the correction impossibility flag DEF as the input and detects the error part which cannot be corrected by the error detection and correction circuit 14; and at the time of detection of the error part, the circuit 15A generates an error start code DES to output it to a switching circuit 15B. This circuit 15B substitutes the error part included in a bit stream S2 or the data part, which includes this error part and has the same data length as the error start code DES, with the error start code DES based on the error start code DES.
