<p>PURPOSE: To provide a picture input device which can input a character or a numeral, which is mentioned on a mast face plate on the spot. CONSTITUTION: A character identification device 16 executes a binarization processing or a thinning processing or a frame detection processing on a picture data signal inputted from an image pickup part 1. Thus, the outline of an area where the character or the numeral is included is discriminated as a frame. Then, a candidate considered to be the character or the numeral is extracted from picture data included in the frame. Thus, the character discrimination device 16 recognizes the position of the character or that of the numeral or a meaning or a value from the mutual relation or the number of the candidates.</p> |
