PROBLEM TO BE SOLVED: To provide a digital video encoder which allows users to select desired picture qualities and can provide substantially or completely loss-free signal reconstitution. SOLUTION: A motion compensation predicting encoder 24 compresses data in a substantially loss-free state, calculates motion vectors, and forms intermediate encoded expressions containing the compressed data and motion vectors. A frame detector 26 detects a frame having a predicted error exceeding a prescribed threshold. A digital storing device 22 stores the intermediate encoded expressions and frame expressions having predicted errors exceeding the prescribed threshold. A loss-free decoder 29 forms decoded expressions by decoding the intermediate encoded expressions in a substantially loss-free state. A recorder 28 which compresses expressions decoded at compressing ratios which vary depending upon selectable bit rates for transmission is connected to a digital storing device 22 and the decoder 29. |
