DECODING DEVICE AND ENCODING DEVICE FOR DYNAMIC IMAGE

PURPOSE: To provide the dynamic image decoding device and dynamic image encoding device which prevent picture quality from deteriorating by decoding a compressed and encoded image and then encoding the decoded signal in synchronism according to encoding information. CONSTITUTION: The dynamic image decoding device has an encoding information extracting means 101 which extracts the encoding information and performs an encoding process by one of an in-frame decoding means 104, a forward predictive decoding means 105, and a bilateral predictive decoding means 106 according to the extracted encoding information to multiplex the encoding information with part of a video signal. The dynamic image encoding device extracts the encoding information from the multiplexed video signal and synchronizes encoding by using the encoding information.
