PURPOSE: To accurately identify parameters according to an object to be controlled and noise characteristics. CONSTITUTION: In a step S402, an optionally set low-pass filter 1/H(s) is converted so that a cycle Ts is regarded as a unit time and in a step S405, input and output data (u) and (y) of an object to be controlled of continuous system are inputted, and in a step s406, coefficientψandζof an equation which should satisfy the parameters to be identified are outputted from the inputted input and output data by using the low-pass filter 1/H(s) and in a step S407, the parameter <θ> of the object to be controlled of continuous system is identified on the basis of the output. In a step S409, the identified parameter is converted into <θ0 > based upon a desired time T0 as a unit time.
