PURPOSE: To reduce the load on an information presenter and an owner of a KARAOKE (prerecorded backing music) equipment at the time of releasing the penal state of the KARAOKE equipment. CONSTITUTION: If an owner of a KARAOKE equipment infracts a contract with an information presenter, a penalty command is transmitted from a charging center 1 to the KARAOKE equipment and a central control unit 31 turns the KARAOKE equipment to a penal state which can not normally function the equipment based upon the penalty command. If the owner stops the penal action and requests the release of the penalty through a multipurpose input key 32, the control unit 31 transmits a penalty release information transmitting request to the center 1 in accordance with a charging program 31a. When penalty release information is transmitted from the center 1, charging processing is executed by the charging function of a charging communication network 5. At the time of receiving the penalty release information through a communication control equipment 27, the control unit 31 restores the KARAOKE equipment to a normally operatable state.
