A pyridonecarboxylic acid derivative represented by general formula (1) or a salt thereof and an antibacterial agent containing the same, wherein R<1> represents hydrogen or a carboxy protecting group; R<2> represents nitro or optionally substituted amino; R<3> represents halogeno; R<4> and R<5> may be the same or different and each represents hydrogen, halogeno, lower alkyl or lower alkoxy; R<6> represents hydrogen, halogeno, hydroxy, lower alkyl or amino; R<7> represents hydrogen or halogeno; A represents nitrogen or -CX= (wherein X represents hydrogen, halogeno, lower alkyl or lower alkoxy); and Z represents halogeno or optionally substituted, saturated cyclic amino.
