System for displacing a television signal scrambler

The system includes an audio and video signal source which transmits a video signal to a coder (12) and a local scrambler (13) at a reduced bit rate. The scrambler is connected to a management system (4) which controls access and receives subscriber management data. The scrambler provides the coder with digital control data which are synchronous with the video images. The coder forms a digital, entropic TV signal which is sent to the transmitter. The scrambled digital signal is serially multiplexed with the compressed digital TV signal. At the transmitter, a codec (14) at low bit rate inverts the encoding and the restored audio and video signals are input to a sender scrambler (15). The link may be fibre optic, radio or cable.
