The device is designed to open and close a bulk tank manhole easily and safely. The device includes : a cover (3) installed at the upper part of a manhole body (2) of a bulk tank (1) and fixed with three-way lock arms (4a, 4b, 4c); a rotary stand (12) installed to a fixing shaft (11); a hinge plate (14) installed to an end part of the cover (3); a compressed coil spring (17) mounted to a safety pin (16) by passing through a connection pin (15) and the rotary stand (12); a torsion spring (27); a hook ring (29); and a hook piece (30).
