PROBLEM TO BE SOLVED: To reduce the consumption of power and to enable a user to recognize the activation of the device of a video camera or the like by providing a control means without controlling the display of a prescribed image on a display means in the case that a counted value does not exceed a prescribed value or the like. SOLUTION: When the counted value read from a memory 9 is equal to or less than 500 counts, a control circuit 2 executes the activation processing of a camera part 3 without displaying a prescribed opening image at a display part 5. On the other hand, when the counted value counted from the memory 9 is 501, the activation processing of the camera part 3 is executed and also the prescribed opening image is displayed at the display part 5. In such a manner, since the opening image is not displayed at the time of activating the camera part 3, the consumption of the power is suppressed. Also, by displaying the prescribed opening image in the case of picking up images, the user is made to recognize that the activation of the camera part 3 is normal.
