PURPOSE: To increase the output of a sensor and outwardly couple and fix a tone wheel to an inner ring member without deforming a through hole forming portion by forming a through hole with part of the tone wheel, and increasing the diameter of the portion facing the sensor. CONSTITUTION: An outward flange section 32 is formed at the end section of a tone wheel 13a. When the tone wheel 13a is to be outwardly coupled to an inner ring member 5, a thrusting jig is butted to the outward flange section 32. The height size of a step section 16 can be reduced, or the step section 16 can be omitted, and the portion where a through hole 17 is formed can be increased in diameter that much.
