PURPOSE: A monitor type rear view mirror by a camera and a vehicle monitoring apparatus using a picture cellular telephone are provided to secure safe driving, and to monitor the vehicle in a remote distance using the picture cellular telephone. CONSTITUTION: In a monitor type rear view mirror apparatus having cameras(8,9,10) installed in the right side, the left side and the rear part of the vehicle and a picture monitor(12) installed in the front part of a driver's seat. Using the cameras, the driving state is recorded from starting driving until completing the driving. The driving state is reported to the picture cellular telephone1 of a vehicle driver or owner by a vehicle contact sensor(5) and recorded automatically when parking or stopping the vehicle. The driver or owner is capable of confirming and recording the abnormality of the vehicle in a remote distance by using the picture cellular telephone.
