PROBLEM TO BE SOLVED: To improve assembling property while maintaining the prevention of dirt due to oil and prevent bending of a rotary shaft. SOLUTION: A protruding ring 4Rf protruding in the direction of hand wheel is integrally formed on a side face 4Rc on a side of the direction of the hand wheel of a balance spindle 4R, and the protruding ring 4Rf is fixed to an inner ring 11b of a rolling bearing 11 so that the balance spindle 4R is directly supported on the rolling bearing 11.
