PROBLEM TO BE SOLVED: To provide an economical flood control water-retention system surely obtaining natural environmental protection as compared with large-scaled works and funds such as the enlargement of dams and rivers, reservoirs or the like in the conventional flood control water-retention method. SOLUTION: In the flood control system wherein an artificial waterproof fence provided with a sliding face is provided in parallel with the water stream of a river, a plate-like or block-like shielding material sliding therewith and shielding materials mutually simultaneously sliding even on the side are arranged in parallel, and during water increase of the river, the shielding material is raised upward, during a normal time the shielding materials are lowered, housed compactly, during a water famine the shielding materials are arranged vertically to the water stream as a sluice gate, if unnecessary, the shielding materials are returned to original positions.
