PROBLEM TO BE SOLVED: To secure stable transfer electric field without depending on the positional relation of a back plate with simple constitution and to always obtain stable transfer performance by preventing harmful effects caused by the electrification of a counter member in an image forming device constituted so that a toner image formed on an image carrier is primarily transferred to an intermediate transfer body and then secondarily transferred from the intermediate transfer body to transfer paper.
