PURPOSE: To reduce the number of times that a fuel cell main body and plant equipment undergo thermal stresses owing to stopping of the plant by reducing the output of the fuel cell main body through compensating control if the process value of a cooling system has deviated from a preset range. CONSTITUTION: If a control valve 15 becomes uncontrollable for some reasons, or if the temperature of cooling water has exceeded a set value even with the control valve 15 fully open, or if the fan of a plant cooling tower 19 stops turning, a control device 13 judges the value of a temperature detector 14 or 18 to have exceeded a set value for not less than a certain period of time, and then lowers a plant output command from the current command at a certain rate. Since the amount of heat generated decreases with a drop in outputted, the temperature of the cooling water drops. When the value of the temperature detector 14 or 18 has dropped to or below a preset value, the control device 13 stops throttling the output, and continues plant operation at that output. |
