PURPOSE: To enable a range of tool inclination to be specified only by parameters by providing a parameter setting means setting by parameters both a center axis directional vector indicating the center axis of a cone and an angle indicating the apex angle of a cone. CONSTITUTION: A parameter setting means 1 defines a cone as a range of tool inclination, makes it a rule to specify the cone by both a center axis directional vector Vc indicating the center axis of the cone and an angleθindicating the apex angle of the cone, and also makes it a rule to specify the center axis directional vector Vc and the angleθby parameters. Both the center axis directional vector Vc and the angleθset by parameters are stored in a parameter memory means 2. When a NC data creates a NC data 5 upon receiving a data creation command 4, it refers to the parameters defining a range of tool inclination, which are stored in the parameter memory means 2, and creates the NC data 5 while the inclination of a tool axis is being checked at all times.
