PURPOSE: To prevent the occurrence of a top mark by controlling the rotary speed and the transfer speed for a coiling reel so that tip position and stepped position are aligned with each other by a control means. CONSTITUTION: Before the tip of a steel strip 18 is coiled on a coiling reel 14, the position of the stepped part 12a of a stepped rubber sleeve is detected by using a photosensor 22. After that, the position of the stepped part 12a is always kept on being recognized by a controller as an angleθfrom a standard line 22a. And, a coiling is started so that the tip position of the steel strip 18 is on this way than the position of the stepped part 12a. The steel strip 18 is pulled by making the speed of the coiling reel 14 faster than the transfer speed of the steel strip 18 until the tip of the steel strip 18 is wound on the coiling reel 14 and comes to the position of a magnetic sensor 20, and the slack of the steel strip 18 coming via a pinch roll is eliminated. Consequently, the steel strip 18 can be coiled by aligning easily and surely a stepped position with the tip position of the steel strip.
