PREDICTIVE ENCODING METHOD FOR PICTURE INFORMATION

A moving picture is divided into a first block and a second block in such a way that they are shifted from each other by a half block. Movement vectors (V1 and V2) of the divided first and second blocks are acquired and two pieces of movement compensation picture information (BX1 and BX2) corresponding to the respect vectors are generated. Then movement compensation information (BXo) for inter-frame encoding is obtained by combining the two pieces of information (BX1 and BX2). Therefore, prediction encoding processing can be performed with nearly the same accuracy as that when a moving picture is divided into smaller blocks, and the amount of movement vector information can be reduced to about 1/2 of the amount which is obtained when a moving picture is divided into smaller blocks.
