The cover includes an inner metal substrate (50) connected to an outer substrate (48). First portions (82a) of bent rigid metal cover attachment rods (82) are sandwiched between elongate recesses (52, 60) of the inner substrate (50) and the outer substrate (48). Second portions of these elements (82) project through openings in the inner substrate (50) and are engaged by spring clips (80) positioned along opposite edges of an opening (12) to be closed by the cover. The clips are narrower than the second portions (82b) thereby permitting the cover to be displaceable relative to the opening. A bent metal tether attachment element (90) which is also sandwiched between the substrates (48, 50) projects through two openings in the inner substrate. <IMAGE>
