A twin roll strip caster with double-molten steel surface dams and a method for manufacturing a strip using the same are provided to maintain life of the molten steel surface dams and prevent generation of solidification of molten steel by preventing refractories of molten steel surface dams from being damaged by thermal shock in the early stage of casting and enable a strip with good quality to be manufactured by preventing floating materials on the surface of molten steel from being added to a casting slab during casting. In a twin roll strip caster comprising molten steel surface dams(10) installed between the casting rolls and a molten steel supply nozzle(3) to prevent alien substances floating on the surface of molten steel(5) supplied between a pair of casting rolls(7,7') from being added to a casting slab and suppress shaking of the surface of molten steel, the twin roll strip caster is characterized in that the molten steel surface dams comprise a first molten steel surface dam(11) installed between the casting rolls and the molten steel supply nozzle such that the first molten steel surface dam is parallel to a length direction of the casting rolls, a second molten steel surface dam(13) installed between the first molten steel surface dam and the casting rolls such that the second molten steel surface dam is parallel to the first molten steel surface dam, and drive means(15) installed to lift or lower the first and second molten steel surface dams relative to the surface of molten steel.
