PURPOSE: To obtain a distributer employing controlled switching elements whose performance is improved by distributing functions of focus and consecutive adders to an reverse banyan network so as to simplify the configuration of complicated hardware. CONSTITUTION: The distributer is made up of a CSE-based network 21 where each switching element of a reciprocate cell-based network is operated by a control switching element 13, switching element group is set and an independent control signal is applied, an active packet counter that counts active packet signals to provide an output, a TOQ register where a received active packet is mapped, an output vector (k) is stored and it is outputted for each time slot and an output signal of the active packet counter is updated by an arithmetic operation of modulo (-N), and a control signal generator that generates a control signal ECI to provided to a control switching element in response to an output of the TOQ register.
