PURPOSE: To provide a low-noise optical amplifier and low-noise preamplifier necessary for a long-distance super-large capacitance optical transmission system or optical signal processing system. CONSTITUTION: Non-degeneracy parametric amplification is executed by inputting signal light and exciting light to a non-degeneracy parametric amplifier section. The signal light outputted from this non-degeneracy parametric amplifier section is modulated electro-optically or fully optical with an optical modulator by the idler light outputted from the non-degeneracy parametric amplifier section. After the signal light is once converted to an electric signal, noise is suppressed by obtaining a difference in the electric signal of the fluctuation in the number of photons of the idler light from this electric signal of the signal light.
