PURPOSE: To estimate the cause of the bulking of a sewage treatment plant automatically, uniformly and rapidly and to correct the error of an estimated cause or the error of a discrimination condition by learning function. CONSTITUTION: An input device 300 for inputting the answers and measuring.analyzing values to the consultation items related to a bulking measure, a processor 100 converting the measuring and analyzing values to attribute values, an output device 400 outputting the cause of bulking estimated by the processor 100 and a bulking measure knowledge base 200 storing a plurality of rules setting a combination of the attribute values to a condition part and setting the cause of bulking to an execution part are provided. The processor 100 searches the rule, wherein the condition part coincides, from the bulking measure knowledge base 200 to perform estimate processing to set the cause of bulking prescribed in the execution part of the rule to an estimate result.
