PURPOSE: To obtain accurate decode data which vary in bit rate without reference to delay fluctuations of a network. CONSTITUTION: A packetizing circuit 82 packetizes data inputted from an encoder 1 and adds a time stamp to the packet. The data packetized by the packetizing circuit 82 are transmitted to the decoding system through a buffer memory 83, a composing circuit 84, and the network 3. Each time data of one packet are stored in the buffer memory 83, an interval detector 85 sends the count value of a counter 87 at the point of time to the decoding system as the interval of the packet from the last packet. The decoding system detects the interval data and corrects the delay fluctuations of the packets.
