PURPOSE: To eliminate unnecessary leakage of flux to the outside by disposing a coil for generating the field from the first and second side faces thereof, and a shield unit comprising a plurality of magnetizable members in parallel with the second side face of the coil in a housing. CONSTITUTION: An inactivation coil 18 arranged in a transmitting/receiving coil structure 16 is conducted through conductors 22, 24 to generate a required field on the upper side face thereof thus inactivating a tag arranged closely to the outer surface of a cover 12. A shield unit 34 has upper side face extending in parallel with the lower side face of the inactivation coil 18. An assembling/holding member 36 for the base 14 passes through a hole 38 of the shield unit 34 and a hole 40 of the transmitting/receiving coil structure 16 and secures each component of an inactivation unit 10, including the inactivation coil 18, in place.
