a filter unit(1) for dividing a signal into eight sub-bands through a square shape mirror filter having a three step tree and poly phase mixing structure; a linear variable pre-estimate unit(2) for generating a pre-estimated error signal by receiving a signal from subbands; an adaptive quantization unit(3) for coding the signal after allocating appropriate number of bits to an each band among fixed total bit numbers according to each power by receiving the pre-estimate error signal; and a multiplexer(4) for selecting a bit and a step size information of encoded subband signals; thereby simplifying the system.
