a GPS receiver(10) for detecting UTC(Universal Time Coordinated) clock from GPS satellite signal and extracting GPS 1pps which provides stable precise time using the UTC clock; a first controller(70) for receiving the inner 1pps which is the output signal of a separator(40) and correcting phase difference in 1us unit according to a phase control signal of a micoprocessor unit(20); a second controller(80) for receiving an oscillator frequency outputted from an oscillator(30) and the output signal of the first controller(70) and correcting values ranging 1-995us in 5ns unit according to the phase control signal of the micoprocessor unit(20); and the microprocessor unit(20) relying on the GPS 1pps when receives a signal indicating the satellite is pursued, inputting the phase control signal to the first and second controllers(70,80).
