The congestion controlling method includes the steps of comparing signalling data with system call control data when call control request is received to determine if traffic characteristic matches or not; analyzing congestion duration time when congestion generation is detected to check if the congestion duration time is longer than a predetermined period of time; and reducing the transmission rate when the congestion duration continues longer than the predetermined period of time to stop the congestion.
