PURPOSE: To perform fast communication by connecting radio terminal equipment to a wired communication system by setting a second virtual transmission route for managing control and a virtual transmission route for communication between a radio managing controller and a radio base station device. CONSTITUTION: The start-up operation of a communication system consists of four phases. In first phase, an ATM switch, a switch control part and an ATM network managing controller 103 which comprise an ATM network 101 are started up, and in second phase, since an ATM layer processing part 302 in the radio managing controller 105 performs a meta-signaling procedure, a first signaling VC 401 for transmission/reception of management/control information of the network 101 is set, and its own attribute information is transmitted by using it. In third phase, the power source of each radio ATM base station device 104 is applied, and an ATM layer processing part 204 in a device 4 executes the meta-signaling procedure. In fourth phase, the controller 103 sets a second signaling VC 402 and a VC 403 for communication between the controller 104 and the device 105. |
