PURPOSE: To realize an information control system automatically performing a contract registration processing only if an operator inputs contract data together and efficiently processing the registration at the time of the contract in short time. CONSTITUTION: Subscriber ID is imparted to the contract data inputted from an operator terminal 21 in a subscriber 10 imparting function part 31, addition data is added to the mobile terminal contract data and the user contract data which are analyzed and extracted in a data analysis part 32 in addition data generation function parts 361 and 362, and a mobile terminal profile and a user profile are prepared. Based on information including a mobile terminal profile, the user profile, subscriber identification information, the number of contract of the mobile terminal and the number of user contract, the network controller writing address and the profile storage module siting address storing each profile are written by preparing the number of the contract of the mobile terminal and the number of user contract.
