PURPOSE: To reduce a yearly running cost by setting an operation of increasing a generation quantity in the point of time of maximum purchased power quantity to reduce a power basic charge, in the case of selecting an operational system in each point of time over a year with the running cost serving as an objective function. CONSTITUTION: Relating to an estimated power load and thermal load in each point of time over a year, energy simulation in each operational system of a prime mover is performed (S5 to S15). Here is calculated energy consumption of each operational system (S4 to S16), further to select each operational system of minimizing an objective function in each point of time (S17), also to select over a year an independent operational system in each point of time. Here from an operational plan in each point of time throughout a year of selecting of a running cost except a power basic charge as an objective function, a power purchased quantity in each point of time is researched (S22). An operation of increasing a generation quantity in the point of time of maximizing the power purchased quantity is calculated (S23), to reduce a power basic charge, so as to reduce a yearly running cost. |
