PURPOSE: To obtain a clock pulse generator and the clock pulse generating method by which clock skew is reduced without any restriction. CONSTITUTION: A pulse generator to generate a pulse at various location in a circuit has a 1st circuit 501 that is operated depending on time after receiving a 1st input pulse and a 2nd circuit 502 that is operated depending on time after receiving a 2nd input pulse after the 1st input pulse. When the 1st circuit 501 and the 2nd circuit 502 reach a prescribed state respectively, a 3rd circuit 503 responds to the state by allowing the 3rd circuit 503 to produce an output pulse at a time depending on a mean operation duration time of the operation of the 1st circuit 501 and on a mean operation duration time of the operation of the 2nd circuit 502.
