An environmentally-friendly porous ceramic construction panel and a manufacturing method thereof are provided to reduce the manufacturing cost while improving the strength of the panel by using industrial waste or by-products as raw material and to control the specific gravity and foamed state of the panel easily. A method for manufacturing an environmentally-friendly porous ceramic construction panel comprises: a step of mixing fine perlite by-products, waste glass powder, calcium oxide, monobasic calcium phosphate, and yellow soil powder; a step of dissolving silicate glass and NaOH in the general water with an agitator; a step of preparing slurry by uniformly mixing the silicate glass and NaOH solution in the mixed powder; a step of drying the slurry; a step of pulverizing the dried combination; a step of preparing the final combination powder for producing the panel by mixing oleic acid in the pulverized combination powder; a step of producing a panel by applying and heat-treating the final combination powder; and a step of annealing the heat-treated panel and cutting into the desired size.
