Surface-finishing articles comprising a lofty, nonwoven, three-dimensional web of Polyester fibers coated with a phenol-formaldehyde resin binder. The polyester fibers are exposed to UV radiation prier to being coated with the resin binder. A pretreatment of hydrogen peroxide may also be employed. |
