PURPOSE: To discharge the rear end of the material from the objective position by controlling the rotational speed of a laying head including the acceleration/ deceleration control in the rolling line. CONSTITUTION: A time measuring circuit 14 obtains the speed VH2 of the material 1 at t4 and the time period T2 from the time t4 to the time t6 when the material 1 is discharged from a discharge port 11 by the pulse of a pulse generator 13 detecting the rear end passing time t4 of the material to be detected by a material detector 7 and the rotation of a pinch roll 3. A discharge port position discriminating circuit 17 obtains the position of the discharge port 11 at t4 as the angle PN from the reference position with the pulse of the former 16 of pulse generators 16, 18 to detect the rotation of a laying head 4, and a speed predicting circuit 19 obtains the rotational speed VH3 of the laying head 4 at the timepoint t6 by the pulse of the latter 18 and the rear end passing time t1 of the material to be detected by a material detector 6. The number of rotation of the laying head is obtained based on VH2 , VH3 and T2 , and the speed correction amountαis obtained by the fractional part PP, the target angle P0 and PN.
