The base (1) carries a clamp (16) for movement limiting, using a holder (16e) by a plastically deformable part (24). Another clamp (6) is movable between a first position, holding the belt between itself and the motion limiting clamp and a second position permitting a free passage of the belt. A transmission (7) moves the second clamp from the second into the first position in reaction to the winding reel (4) rotation in the belt release sense. A connector releasably links the transmission to the winding reel. When the second clamp is moved into its first position, the deformable part is deformed and the first clamp releases the belt.
