An inverse discrete cosine transform apparatus comprises operation units for operating combination of plural basic operation matrixes such as rearrangement, addition and subtraction and multiplication. Coefficient Cn of multiplication is defined as Cn = cos (n pi /16) (n:integer), and the basic operation matrixes are represented by equation (6), and operations (202;204) of matrixes of addition and subtraction are carried out prior to operations (203;205) of respective matrixes of multiplication at all times.
