PURPOSE: To reduce the circuit scale by newly using an image discrimination means adopting the same algorithm for a multi-value image and a binary image in the image forming device of a form integrating a digital copying machine and a printer. CONSTITUTION: A character extract section (image area discrimination means) 4 sets a window of image information around a discrimination object picture element and adds discrimination parameter elements of a border when a density difference between adjacent picture elements is larger than a prescribed threshold levelαand uses the sum of all the adjacent picture elements as a discrimination parameter. Then the image area for object picture elements is discriminated as to whether or not the picture element is a character graphics image or just an image by comparing the discrimination parameter with a discrimination reference threshold levelβas a common element even in the case of the binary image or the multi-value image.
