The method comprises: configuring, by a terminal, a network level corresponding to a current network environment according to a default first classification rule; when an application on the terminal and a network side exchange data, configuring, by the terminal, a priority of the application according to a preset priority policy, wherein the priority of the application and the network level have a matching relationship; and determining, by the terminal, whether the application is to exchange data with the network side according to the network level, the priority of the application and the matching relationship and determining, by the terminal, an order for the application and network side to exchange data according to the priority order. |
