<p>PURPOSE: To effectively utilize natural purifying bacteria and to efficiently reform and purify the water of rivers, etc., by installing a floating type water reforming and purifying device and a floating structural body, supplying the water to be treated from the rivers, etc., to this floating type water reforming and purifying device, subjecting the water to a water purifying treatment and returning the water to the rivers, etc. CONSTITUTION: The floating type water reforming and purifying device and the floating structural body 2 are installed and the water to be treated from the rivers, etc., is supplied to the floating type water reforming and purifying device where the water is subjected to the water purifying treatment. The treated water is returned to the rivers, etc. In the meantime, a water purifying bacterium propagating device having upper and lower double layers of bacterium tanks 5, 6 is disposed to the floating type water reforming and purifying device and circulating pumps 7, 8 are disposed therein. The water is fed via water feed pipes 10 toward the upper bacterium tank 5 from these circulating pumps 7, 8. On the other hand, the water contg. the bacteria propagated from the lower bacterium tank 6 is fed via a microbial cell feed pipe 11 and is sprinkled onto a water surface 18 of the rivers, etc., from nozzles 9.
