<p>PURPOSE: To reduce the redundancy of time of a moving image by limiting a band of the moving image in a spatial direction and/or a time direction based on the activity value of each picture element and its total sum. CONSTITUTION: Switches SW2, 3 are switched interlocking with each other for each frame and a received moving image signal is stored in memories 4, 5 as an input image for each frame and image data are outputted to a processing system after the SW3. Image data in the memory 5 received via the memory 3 are given to a prediction device 7 by referencing image data of one preceding frame stored in a memory 6 to obtain motion compensation prediction image data and a subtractor 8 obtains a motion compensation prediction error. The received motion error is given to an absolute value calculation device 21, in which the error is subjected to absolute value processing and an adder 26 obtains the absolute sum of the motion compensation prediction errors as to prescribed picture elements and the result is outputted to an output terminal 27 as an activity value. A band limit characteristic is decided for the picture element to at least one direction in the spatial direction and the time direction based on the activity and the total sum in the image and band limit is conducted.</p> |
