This invention provides a topical pharmaceutical or cosmetic composition comprising a pharmaceutically or cosmetically active agent and a gelling agent, characterized in that said gelling agent comprises a fish gelatin and a polysaccharide, and wherein said composition contains a continuous aqueous phase having a melting temperature in the range 20 to 42°C. Also provided are methods of treatment and manufacture of said composition and the use of a fish gelatin and a polysaccharide in the manufacture of the composition by the invention.
