A technology relating to a cooling system for a solar cell panel is disclosed. The cooling system for a solar cell panel according to the present invention comprises: a refrigerant supply part supplying a refrigerant to a cooling channel of the solar cell panel; a thermoelectric cooling part cooling the refrigerant by exchange of heat with a thermoelectric element; and a liquid passage change part conveying high-temperature refrigerant heated in and discharged from the cooling channel of the solar cell panel to the refrigerant to the refrigerant supply part if a temperature of the high-temperature refrigerant is less than a reference temperature, and conveying the high-temperature refrigerant to the thermoelectric cooling part if the temperature of the high-temperature refrigerant is not less than the reference temperature. Thus, the cooling system for the solar cell panel minimizes energy consumption while cooling the solar cell panel and improves generation efficiency of a generation system using the solar cell panel.
