PURPOSE: To provide a data recording and reproducing device with which recording and reproducing of data at a high speed are possible and a hardware quantity is small. CONSTITUTION: A VH conversion memory 108 stores data D1 to D1024 and ECC data E1, 1 to E10, 16 as respective elements of a matrix of 10×120 and alternates the rows and columns at the time of recording the data on an MO disk 200 of the data recording device 10. An HV conversion memory 308 executes processing reverse from processing of the VH conversion memory 108 at the time of reproducing the data on the MO disk 200 with the data reproducing device.
