PURPOSE: To encode even an information source having all statistic properties at almost fixed efficiency by optimizing an inter-level coupled pattern in accordance with the property of a predicted information source. CONSTITUTION: At the time of encoding, a group generation counter 12 dynamically changes a grouping pattern for identifying a group number to which data to be encoded belongs and intra-group position information which are outputted from a grouping operation part 11 based upon the generation probability of each group. At the time of decoding also, degrouping is executed by a grouping pattern similarly found out by a grouping generation counter 14. |
