PURPOSE: To prevent the erroneous judgment of earthquake and interruption of gas supply based on the erroneous judgment. CONSTITUTION: When disturbance occurs, a disturbance signal removing means 12 removes ON/OFF signals having a natural oscillation frequency caused by the disturbance from the ON/OFF signals of a seismoscope 8. Then an inferring means 13 infers whether or not the disturbance is caused by an earthquake. Or, the means 12 removes initial ON/OFF signals having a disturbed oscillatory waveform from the ON/OFF signals of the seismoscope 8 and the means 13 infers whether or not the disturbance is caused by an earthquake.
