PURPOSE: To measure a transmission characteristic of a measured object without forming a closed circuit, to have provisions with many channels with high accuracy and to attain efficient measurement. CONSTITUTION: A 1st or 2nd transmission frequency fA or fB is used to take synchronization between a transmitter 1 and a receiver 2, the transmitter 1 has a local oscillation section, which stepwise changes a frequency of a measurement signal and a frequency of the local oscillation section of the receiver 2 is changed depending on the frequency of the measurement signal sent from the transmitter 1 and only a signal of a single frequency is handled to have provisions with plural channels and to attain measurement with high accuracy.
