<p>PURPOSE: To provide a picture data compression device capable of generating encoded data capable of decoding high quality pictures at a higher speed by deciding a filter coefficient decided at the time of picture decoding at the time of picture encoding and imparting it to compression data. CONSTITUTION: A filter coefficient table 21 for storing the filter coefficient of the digital filtering processing of pictures, a block position pair filter coefficient storage part 31 for storing a block position and the filter coefficient in a pair and a quantized result storage part 32 for gathering the quantized DCT coefficients of respective blocks outputted from a quantization part 4 for one picture and storing them are provided in a conventional picture encoder.
