<p>PURPOSE: To attain edit in the compression unit by selecting a twoway predict means or a 1-way predict means for motion compensation prediction to receive data based on edit information entered by an edit information entry means. CONSTITUTION: A motion compensation circuit 1 detects motion vectors V1 , V2 from a video input Dv to apply motion compensation by one-way prediction predicting motion compensation based on frame information just after the received data to video data or two-way prediction predicting motion compensation based on frame information before and after the received data to video data with high efficiency. The motion compensation circuit 1 is provided with a 1st switching circuit 17 operated based on edit information Sh fed through an input terminalϕe and selects one-way compensation prediction data DSV or two-way compensation prediction data Dt .
